This research report from the Learning Policy Institute examines the ongoing teacher shortages and workforce instability in Texas, driven by high attrition rates and an increasing reliance on alternative certification pathways with limited preservice training. A growing number of new teachers enter the profession without full preparation, affecting their effectiveness and increasing turnover rates. Research indicates that underprepared teachers are more likely to leave, leading to frequent disruptions in student learning, particularly in underserved communities. The report explores workforce trends; the impact of different preparation pathways; and the efforts Texas has undertaken to improve teacher recruitment, training, and retention. Promising initiatives such as teacher residency programs, Grow Your Own models, and policy changes aimed at improving working conditions are highlighted. Additionally, the report offers research-based policy recommendations to strengthen teacher preparation and retention. This resource is particularly valuable for policymakers, educational leaders, and teacher preparation programs working to enhance workforce stability and student success.
