Model Local Education Agency Policies on Implementing Title IX

November 2025 | Gay, Lesbian, and Straight Education Network

This policy report by the Gay, Lesbian, and Straight Education Network (GLSEN) reviews model local education agency (LEA) policies regarding the implementation of Title IX and other federal nondiscrimination protections for LGBTQIA2S+ students in K–12 schools. The model policies combine various state LEA policies, guidance provided by states and the federal government, and educator and school administrator consultations. The model policies comply with federal laws while incorporating research-backed best practices for ensuring that all students are safe, included, and respected in school. Principals, superintendents, school boards, and state legislators can adopt the model policy objectives and key points as is or use the provided alternatives when creating LEA or school policy. Additionally, the report may be useful to leader preparation faculty looking to incorporate policy writing into their curriculum. Equipping educational policymakers with the language needed to construct policy that supports students in equitable ways ensures that LEAs are taking proactive steps to reduce educational inequities.
