Paid Teacher Residencies: An Equity Lever for Transforming Washington State’s Education System

Karen DeMoss and Brigid Brennan
January 2024 | Prepared to Teach

This research report from Prepared to Teach calls for a statewide expansion of paid teacher residencies in Washington to address teacher shortages and strengthen the education system, with a focus on special education. It argues that well-structured residencies—featuring a full year of supervised classroom experience, mentorship, and financial support—are more effective and equitable than traditional student teaching or fast-track certification routes. The report outlines practical strategies for sustainable funding, including reallocating district budgets, optimizing existing resources, and applying for federal grants. It presents a three-year implementation plan centered on using paid residencies to reduce the state’s critical shortage of special education teachers. By offering a long-term, systemic approach, the report demonstrates how Washington can improve teacher preparation while advancing educational equity. This resource can support educator preparation faculty and policymakers in designing impactful residency pathways that lead to stronger outcomes for teachers and students.
