This report from the National P-3 Center at the University of Colorado Denver explores how principal preparation programs might integrate leadership focused on the preschool through 3rd grade continuum (P-3). It begins by describing persistent achievement and opportunity gaps through the early grades, then surfaces fault lines that limit alignment across early learning, school leadership, and principal preparation. It outlines five “drivers of change” and offers strategies directed at state agencies, institutions of higher education, school districts, and national organizations to help scale effective P-3 leadership. The authors call for bridging silos among early education, K–3, and leadership programs, emphasizing that principals should both understand child development and cultivate collaboration across education systems. By positioning principal preparation as a leverage point for more equitable early learning outcomes, the report is aimed at researchers, policymakers, and educational leaders interested in aligning preparation, policy, and practice across the P-3 span.
