Our Youngest Learners: Increasing Equity in Early Intervention

This report by The Education Trust discusses strategies that state governments can use to fully comply with the Individuals With Disabilities Education Act (IDEA) mandate to provide early intervention for students with special needs. The report finds that children of color who could benefit from early intervention services often do not have enough access to them. The report also finds that the probability of a student being identified as having developmental delays varies drastically depending on the child’s race and ethnicity. The report urges states to use funds from the American Rescue Plan Act to address these inequities, and also encourages states to collect and publicly report data to better identify students for IDEA services.
