No Time to Lose: How to Build a World-Class Education System State by State

November 2017 | National Conference of State Legislatures

This report produced by the National Conference of State Legislatures presents findings from an 18-month international study of high-performing education systems. A bipartisan group of legislators and staff examined policies and practices in countries such as Finland, Singapore, Canada, and others to understand how their approaches led to stronger student achievement and workforce preparation. The report highlights common elements across top systems, including strong early education, rigorous teacher preparation and professionalization, robust career and technical education pathways, and comprehensive systems that align policies and practices toward shared goals. It emphasizes that while U.S. reforms have often been piecemeal or reliant on “silver bullet” strategies, sustained improvement requires systemic change guided by a long-term vision. The resource provides state policymakers with practical steps for benchmarking, planning, and implementing reform. Faculty may find it useful for examining international perspectives on teacher preparation, leadership, and system design.
