Investing in Texas Teacher Preparation: Key Features of Successful Residency Programs

This brief from the Learning Policy Institute analyzes efforts to address teacher attrition in Texas. In an attempt to alleviate these teacher shortages, some school districts have filled vacancies with teachers who lack the proper training and/or teacher certification. Another approach has sought the development and support of teacher residency programs. Through teacher residency programs, teacher candidates learn by being placed in classrooms with mentor teachers. They also complete coursework from a practice-based educator preparation program and receive financial aid stipends to cover expenses. There are six key features of success in a residency: a yearlong clinical experience, integrated practice-based coursework, strong partnerships between preparation programs and school districts, trained mentor teachers, faculty site coordinators, and financial aid support. The brief concludes with policy recommendations to support and expand these residency programs.
