Educator Preparation Framework for Family and Community Partnerships

October 2026 | National Association for Family, School, and Community Engagement

This executive summary from the National Association for Family, School, and Community Engagement presents a guidance resource for educator preparation programs, state agencies, schools, and community organizations. It addresses a long-standing gap: family and community engagement remains at the periphery of education, despite more than 50 years of research showing that it supports student achievement, school improvement, and family well-being. This framework names the barriers behind this gap, such as crowded curricula, weak frameworks for family engagement, and limited faculty resources. It lays out eight core competencies built around reflecting, connecting, collaborating, and co-leading alongside families; levers” for change, such as money, mandates, methods, and messaging; and ten recommendations to promote the preparation of family and community engagement in more effective and meaningful ways. This resource may benefit education faculty, administrators, and community partners by offering practical strategies to embed equity-focused family engagement.
