The National Policy Board for Educational Administration (NPBEA) developed the National Educational Leadership Preparation (NELP) standards, formerly known as the Educational Leadership Constituent Council (ELCC) standards, to guide program design, accreditation review, and state program approval of leadership preparation programs for principals and superintendents. While the NELP standards are aligned with the Professional Standards for Educational Leadership, the NELP standards serve a distinct role in providing specificity around performance expectations for beginning-level building and district leaders. Moreover, the NELP standards provide guidance for what novice leaders and program graduates should know.
