California’s Students in Foster Care: Challenges and Promising Practices

This research report from the Learning Policy Institute analyzes data on educational outcomes of students in foster care, identifies challenges to supporting them, highlights promising practices, and presents policy recommendations for better serving students in foster care. California’s foster care system included approximately 47,000 students in grades K–12 in 2018–19. Students in foster care face a range of challenges to their educational success, including an increased likelihood of having experienced trauma, higher rates of suspension and absenteeism, and higher rates of school mobility. As a result, they typically experience lower academic outcomes, graduation, and college-going rates.
