Barriers to Racial Equity for Teachers of Color and Indigenous Teachers in California’s Teaching Pipeline and Profession
This report from the UCLA Center for Transformation of Schools explores barriers to recruiting and retaining teachers of color and Indigenous teachers (TOCIT) in California’s schools. Building on focus groups, interviews, and a widespread survey, the report highlights perspectives from teachers and system leaders in teacher preparation to provide insight into policies and practices contributing to lagging diversity in the California teaching force through impeded recruitment and retention of TOCIT. Researchers found a wide range of factors to be contributing to high rates of burnout, turnover, and early retirement for TOCIT, including a disproportionate financial burden, structural racism in the form of predatory inclusion and unwaged labor, pervasive microaggressions and discrimination, a lack of representation within teacher preparation programs and K–12 curriculums, and high-stakes testing. This report, which includes a range of policy and practice recommendations, is relevant to California teacher preparation program administrators and policymakers along with those concerned with teacher diversity across the country.
