Characteristics and Evidence of an Effective Teacher Residency Program

This research-based framework, from the CDE Foundation and The Residency Lab, can be used by programs to define and develop their implementation of the teacher residency model. It supports ongoing efforts to strengthen teacher preparation and diversify the educator workforce, drawing on research from the Learning Policy Institute and the National Center for Teacher Residencies. This framework identifies 10 core characteristics, including equitable systems, collaborative partnerships among districts and higher education institutions, operational sustainability, data-informed improvement, and effective recruitment and retention. The remaining characteristics address the clinical core of the residency year, coursework centered on equitable pedagogy and tightly integrated with clinical practice, culturally responsive mentorship, on-site learning communities, and professional support that extends beyond certification through induction. This resource may benefit residency program leaders, district and university partners, mentors, and policymakers designing or evaluating teacher residencies.
