Teacher Residencies in Texas: Supporting Successful Implementation

This report by the Learning Policy Institute serves to inform policymakers and practitioners in developing teacher residency-focused efforts at both state and local levels based on the key success features of the Texas COVID Learning Acceleration Supports (TCLAS) initiative. TCLAS was a large-scale, statewide effort to establish and sustain teacher residencies established by the Texas Education Agency in 2021. While the initiative ended in 2024, the report argues that there are many successful takeaways to be learned from the program. Relevant takeaways revolve around programming design and implementation, residency stipends and sustainability, and conditions that facilitated implementation. The report also shares six potential next steps from policymakers and practitioners to take into consideration when crafting teacher residency programs. While the report is grounded in Texas’ context, the policy recommendations and successful takeaways from the TCLAS initiative can still inform development in other states. This report may help practitioners in teacher preparation programs and policymakers develop standards for residency programs and scaffold success and sustainability in those programs.
