Sustaining Momentum on Summer Learning

This research report from the Wallace Foundation examines how school districts sustained evidence-based summer learning programs as federal pandemic recovery funding through the Elementary and Secondary School Emergency Relief (ESSER) program came to an end. Drawing on interviews with central office staff from 13 districts across eight states, the report identifies four strategies that supported long-term sustainability: building internal capacity and leadership commitment, generating broad stakeholder support, developing durable community partnerships, and diversifying funding sources. The findings suggest that districts with the strongest commitment to sustaining summer learning had adopted evidence-based practices before receiving ESSER funding, allowing time to build organizational support and integrate programs into district priorities. The report concludes with recommendations for district leaders and emphasizes the importance of sustained investment and cross-sector collaboration to ensure high-quality summer learning opportunities remain available beyond temporary federal funding.
