Leadership for Effective Instruction for Students With Disabilities: Lessons Learned From Five State Education Agencies
This research brief from Utah Education Policy Center and National Center for Systemic Improvement shares lessons learned from five state education agencies (SEAs) that implemented leader development initiatives to improve instruction for students with disabilities. The brief highlights how SEAs worked to create aligned systems of support across instruction, policies, partnerships, data, and resources. An analysis of these efforts identified seven primary levers: (1) leveraging purposeful leadership, (2) using data as a catalyst for action, (3) engaging in continuous improvement, (4) building strategic partnerships, (5) increasing coherence and alignment, (6) reimagining funding and resource allocation, and (7) moving beyond a compliance-focused role. Each lever includes strategic actions taken by SEAs, such as establishing a shared vision and creating networks to strengthen multi-tiered systems of support. The framework and strategies presented in this brief may provide educator preparation programs with examples and discussion points for preparing aspiring leaders to lead improvement efforts and strengthen instructional opportunities for students with disabilities.
